대중의 관심부족과 유기동물들에 대한 재정지원 부족으로 고생하는 동물 보호소들...

멋지게 꾸민 애견 판매센터들과 개인 번식업자들이 급증하면서, 귀엽고 복슬복슬한 털을 가진 강아지와 고양이, 토끼들을 끊임없이 대량 생산해 내고 있는 가운데, 이런 무책임한 번식과 동물들을 1회용 물건처럼 취급하는 제도로 인해 빚어진 불행한 결과와 혼란을 수습하기 위해 필사적이고 고된 분투를 하고 있는 사람들이 있다. 바로 한국의 동물보호 운동가들인 금선란 씨와 동생인 금계란 씨가 그런 운동을 이끌고 있는 것이다.

세계의 모든 나라가 학대받고 버림받은 동물들 문제로 고생하고 있고, 한국도 예외는 아니다. 하지만 이 문제를 다루는 한국의 수준은 다른 많은 나라에 미치지 못한다고, 한국동물보호협회(KAPS) 설립자이자 회장인 금선란씨와 '한국 동물들을 위한 국제 기금(IAKA)' 설립·운영자인 금계란 씨는 말한다.
한국 태생으로 미국 캘리포니아 오클랜드에 거주하는 금계란 씨는 위 두 단체의 영어권 연락책으로서, 한국동물보호협회 미국지부(IAKA)를 운영하며, 대구에서 금선란 씨가 운영하는 한국동물보호협회에 대한 지지와 후원금 모금 운동을 벌이고 있다.

금선란 씨와 금계란 씨는 한국에는 아직 유기동물의 입양 가정을 찾아주거나, 중성화수술을 통해 유기동물 숫자를 통제하고, 책임감 있게 동물을 키우는 것에 대해 대중을 교육시키는 것과 같은 프로그램들이 정착되어 있지 않다고 말한다. 또한, 동물들에 대한 인도적인 대우를 명시한 1991년에 제정된 동물보호법에도 불구하고, 한국의 동물들은 여전히 보호를 받지 못하는 상태로 남아 있다고도 말한다.
"1991년에 제정된 동물보호법은 무용지물로서 지금까지 한번도 집행된 적이 없습니다. 또한, 이것은 골격만 있는 법률로서 구체적 행동을 요구하는 집행 가능한 세부 법률은 없습니다. 그렇기 때문에 우리가 정부에 법률 개정을 요구해온 것입니다."라고 금계란 씨는 코리아 헤럴드 신문에 말했다.

한국동물보호협회(KAPS) 홈페이지에는 한국의 많은 유기동물들의 비참한 죽음에 대한 얘기들이 자세히 나와 있다. 많은 동물들이 거리에서 죽거나 도살업자들의 손에 또는 실험실에서 죽어간다. 대구에 있는 KAPS의 작은 보호소는 도움이 필요한 동물들이 문자그대로 물밀 듯이 쏟아져 들어온다. 그러한 동물들의 숫자가 너무 많다보니 계단과 건물의 옥상까지 보호 시설로 이용되기도 한다. KAPS도 자신들의 보호소가 수많은 유기 동물들을 다 수용하기에 부족하다는 것을 서슴없이 인정한다.

한국의 법률상, 집을 잃거나 버려진 동물은 주인이 그 동물을 찾을 수 있도록 최소 30일간 동물보호 시설에 수용되어야 되어, 그 동물을 보호하고 있는 시설은 그 동물에 대한 공고를 내야만 하도록 되어 있다. (참고로, 북미 대륙에서의 유기동물 최소 수용기간은 보통 3일에서 일주일이며, 공고를 할 의무도 없다.) 30일이 지나면, 그 동물은 입양되거나 안락사 되거나 또는 실험실로 보내질 수 있다.

하지만 금계란 씨는 위의 "30일간의 수용 기간"이 "토론의 여지가 있는 문제"라고 말한다. 왜냐면 위의 법률이 집행된 적도 없고 동물보호 시설도 거의 존재하지 않기 때문이다. 현존하는 일부 시설들도 모범적인 기록을 가진 것은 아니며, 그 중 한곳은 "구조한 동물들, 특히 고양이들을 매우 잔인하게 다루었으며" 유기동물들을 실험실에 넘겼다고 금계란 씨는 비난한다.
한국동물보호협회(KAPS)와 IAKA는 유기동물을 실험실에 넘기는 것을 반대한다. 금선란 씨와 금계란 씨는 영국의 'NCDL(전국 개 보호 연합: National Canine Defense League)'이나 미국의 "SFPCA(샌프란시스코 동물학대방지협회)'와 같은 해외의 가장 성공적인 동물 보호소들을 모델로 삼아 현재 한국동물보호협회의 동물보호 시설을 새로 건설할 계획이다.

"선란의 꿈은 안락사를 하지 않아도 되는 동물 보호소를 세우는 것입니다." 하지만, 치료불능 상태에 있거나 다른 동물들에게 치명적인 전염병을 옮기거나 다른 동물들을 물어 죽이거나 하는 등등의 특정 상황에서는 안락사를 하고 있습니다.
만약 현재의 동물 보호소에 여유 공간이 없다고 들어오는 동물을 받아들이지 않는다면, 사람들은 동물들을 도살업자들에게 팔거나 주어버릴 것입니다. 도살업자들의 손에서 잔인하게 고문과 죽임을 당하는 것보다는 고통 없는 안락사가 더 인도적인 것입니다.... (중략) 현재 한국동물보호협회의 보호소는 동물들로 붐비며, 제대로 된 시설과 직원들에 대한 교육, 직원 숫자 등이 부족한 상태입니다."라고 금계란씨는 설명했다.

KAPS(한국동물보호협회)에서 건설 계획중인 새 동물 보호소는 더 넓은 지역에 실내외 공간을 모두 갖춘 곳으로, 동물들에게 더 나은 환경을 제공해 줄 것이고,그 중 "고양이 보호구역은 성공적인 'East Coast 고양이 보호소'를 모델로 삼았습니다."라고 금계란 씨는 말한다.
새 동물 보호소에는 또한 야생동물 재활센터도 마련될 것이며, 그 곳에서는 고아가 되거나 부상당한 야생동물들에게 다시 자연으로 돌아갈 수 있을 때까지 임시 보호와 치료를 제공하게 될 것이다. 새 보호소가 지나치게 혼잡해 지는 걸 예방하기 위해, KAPS에서는 들어오는 모든 동물들에게 중성화 수술을 할 것이며, 후에 주인이 나타나더라도 KAPS를 고소할 수 없으며 수술비용을 물어야 한다.
입양되기 전에 모든 동물들은 중성화 수술을 받게 될 것이며, 입양자들은 동물들에게 제대로 된 환경을 제공할 수 있는 사람들로 신중하게 선별될 것이다. 높은 입양율을 자랑하는 외국의 동물 보호소들은 모두 적극적으로 중성화 수술을 하고 있으며, KAPS에서도 역시 그것이 가장 중점을 두고 있는 일 중의 하나라고 금계란 씨는 강조했다.
KAPS는 현재 저소득층 사람들을 위해 무료나 아주 저렴한 가격에 중성화 수술을 제공하고 있으며, 후에 사정이 된다면 이동 동물병원을 운영해 중성화수술을 더 광범위하게 제공할 수 있기를 바라고 있다.

또한 많은 입양자들이 아주 어린 동물을 입양해 간 뒤, 중성화 수술을 하는 것을 잊어버리거나 또는 수술하는 것을 거절할 것을 우려해, KAPS는 중성화 수술을 하지 않은 어린 강아지나 고양이를 입양시키지 않는다.

금선란 씨와 금계란 씨는 입양, 교육, 중성화 수술 프로그램 등이 모두 원활히 운영되는 현대적 동물보호소를 새로 건설하는 데는 "엄청난 양의 자금(약 10억원 이상)"이 필요할 것이라고 말한다. 현재 KAPS는 서울과 대구의 중간쯤에 위치한 천안시에 토지를 구입했고, 개인들의 후원을 통해 약 7만달러(약 8천만원)를 모금한 상태이다. 새 보호소를 건설하려면 훨씬 더 많은 도움이 필요할 것이며, 지금까지 정부는 재정지원 제안을 거절해왔다. 금계란 씨는, 정부 관리들이 "사람도 못 돌보는데 왜 동물에까지 신경을 써야 하는가?"라고 생각하는 경향이 있다고 한다.
하지만 금선란 씨는 이 새로운 동물보호소가 동물들은 물론이고 한국 사회에도 도움이 될 것이라고 믿는다. 새 보호소 건설 계획안에도 나와 있듯이, "새 동물 보호소는 미래의 정부 산하 동물보호소의 모델이 될 수 있을 것이며... (중략) 또한 이 보호소는 동물 학대국이라는 한국의 이미지를 떨쳐내고, 어린이들이 방문, 견학해서 동물에 대해 배울 수 있는 교육의 장이 될 것이기 때문이다."

한국의 상황을 상대적으로 비교해 보는 것도 중요하다. 미국 동물보호 관련 신문인 Animal People紙는 지난 6월 호에서 보도하기를 "한국의 현재 개와 고양이 전체 인구 중에서, 애완동물로 키워지다가 고기로 잡아먹히는 개와 고양이의 비율은, 단지 한 세대(약 30년) 전에 미국에서 현재의 애완동물에 대한 의식이 막 자리잡기 시작할 때, 전체 애완동물 숫자 중 사람들이 키우다가 보호소에 갖다 버리거나 실험실 등에 팔아버린 애완동물들의 비율과 비슷할 것이다."라고 썼다. 비록 속도는 느리지만, KAPS와 IAKA가 하는 일은 바로 한국에서도 위의 미국에서와 비슷한 과도기가 진행되고 있다는 증거이다.
한국동물보호협회(KAPS)의 동물보호소는 매우 적은 운영비로 겨우 10여년간 존속해 왔다는 것을 기억해 달라고 금계란씨는 말한다. 이것은 일부 서양 국가들에서 동물보호 단체들이 100여년 이상 존속해 온 것에 비하면 훨씬 짧은 기간이며, KAPS는 그간의 외국 동물보호소들의 경험과 실수에서 많은 것을 배울 수 있을 것이다.
"인생에서 선란의 유일한 목표는 한국의 동물들을 보살피는 것이며, 비록 발전이 느리게 진행되고 있기는 하지만,금선란씨가 얻는 돈과 힘은 전적으로 동물보호와 동물들의 복지상태를 향상시키고 확대하는데 사용됩니다"라고 금계란 씨는 설명한다.

Kum sisters struggle to save homeless animals
While trendy pet stores and backyard breeders proliferate, churning out a seemingly endless supply of cute and fuzzy puppies, kittens and bunnies, Korean animal advocates Sunnan Kum and her sister Kyenan are leading a desperate and disheartening struggle to clean up the mess: The sad consequences of irresponsible breeding and a system that treats animals as disposable commodities.

Every country in the world struggles with the problem of abused and homeless animals, and Korea is no exception. Yet its humane standards don't match up to those in many other countries, say the Kums, co-founders of the Korean Animal Protection Society
(KAPS) and International Aid for Korean Animals (IAKA). Kyenan, who was born in Korea and now lives in Oakland, Calif., is the English-language contact for the two organizations, and operates IAKA to generate funds and support for KAPS, led by Sunnan in Daegu.

The sisters say no real programs are yet in place to find homes for strays, control their numbers through spaying and neutering, or educate the public about responsible guardianship. Despite an animal protection law passed in 1991 that mandates some measure of humane treatment, they charge that Korean animals remain essentially unprotected.

"The animal protection law of 1991 is useless and has never been enforced," Kyenan told The Korea Herald. "Also, technically it is a
skeleton law and there is no enforceable detail law (requiring specific ction). That is why we are asking the government to amend the law."

The KAPS Web site details the gruesome fates of so many of Korea's homeless animals. Many die in the streets, while others fall victim to butchers and laboratories. Photos show the organization's tiny shelter in Daegu virtually flooded with needy animals - the shelter is so crowded that some must be accommodated in the stairwell and on the roof. The facilities are inadequate, KAPS readily admits.

Under Korean law, lost and stray animals must be held for a minimum of 30 days to allow their guardians to locate them, and animal shelters must post public notices. (Minimum holding periods in North America usually range from three days to a week, with no public notice requirements.) After the 30 days, animals can be adopted, killed or handed over to laboratories.

Kyenan, however, called the 30-day holding period "a moot issue," since she said the law has never been enforced and few shelters
exist. Those in existence do not exactly have stellar records, she charged, accusing one organization of "many cruel acts toward
rescued animals - especially to the cats," and of turning homeless animals over to laboratories, a practice opposed by KAPS and IAKA.

Sunnan and Kyenan plan to replace their current shelter with a new one, modeled after the most successful animal shelters abroad such as the National Canine Defense League in the UK and the San Francisco Society for the Prevention of Cruelty to Animals in the
United States.

"Sunnan's dream is to have a no-kill sanctuary," Kyenan explained, "but under certain circumstances we do practice euthanasia. If we do not have space at our shelter, people will sell or give their animals to the butchers, and we prefer humane euthanasia over torture and slaughter at the hands of these butchers ... we are overcrowded and without proper facilities or training or personnel."

Kyenan said the new sanctuary would provide much better conditions for the animals, featuring more space and indoor/outdoor access. "We are modeling our cat area after a successful East Coast cat sanctuary," she said. The new facility will also feature a wildlife rehabilitation center, which will provide temporary care for orphaned and injured wild animals until they can be released.

To prevent overcrowding in the new shelter, KAPS will spay or neuter all the animals it admits; if the animals are reclaimed, their guardians will not be able to sue the rganization and must pay for the surgery. All animals will be spayed and neutered prior to adoption, and potential adopters will be carefully screened to make sure they can offer decent homes.

In defense of the spay and neuter policy, Kyenan said foreign shelters with high adoption rates also have active sterilization programs; she stressed that it is one of KAPS' biggest priorities. The organization now offers free spaying and neutering for the animals of low-income people, and would like to expand this work with a mobile clinic when it can afford one.

Further, Kyenan fears many adopters wouldn't bring baby animals back for surgery once they could safely handle the anesthetic, saying they usually forget or decide not to. For this reason, KAPS does not make puppies and kittens available for adoption until they are old enough to be spayed or neutered.

Kyenan and Sunnan expect the creation of a modern shelter with well-run adoption, education and spay/neuter programs to require
"an enormous amount of funding." So far they have purchased land near Chunan City, about halfway between Seoul and Daegu, and raised about $70,000 through private donations. They will need much more to complete the project, but to date the government has rejected their grant proposals. Kyenan said that government officials tend to think, "We cannot even care for people, so why should we care for animals?"

Sunnan, however, believes the project would benefit Korean society as well as the animals. As stated in her plan, "The new shelter will be a model for future governmental animal helters ... Also, (it) will help Korea shed its image as a collective animal abuser by becoming a place for young children to visit and learn about animals."

It's important to put the Korean situation in perspective. Animal People, a U.S. animal welfare publication, reported in its June issue: "Proportionate to the total canine and feline population, the numbers (of former companion animals used for meat in Korea) are likely less than the numbers of American pets who were dumped at shelters and sold to laboratories less than one generation ago, when the present pet-keeping ethic was just starting to be accepted." Apparently, the work of KAPS and IAKA is evidence of similar progress, however slow.

"Please remember," said Kyenan, "that the shelter has only been in existence 10 years with a shoestring budget." This is much less than the 100-plus years humane societies have been established in some Western countries, and KAPS can learn from the mistakes of its foreign counterparts.

"Sunnan's sole purpose in life is to care for the animals of South Korea," Kyenan wrote, "so understand that although progress is rather slow, whatever power and money Sunnan attains she directs totally and completely toward improving and expanding her animal welfare endeavors."
